The nature of the works presented elevated risk, including falls from height, manual handling strain, and exposure to adverse weather conditions. There was a need to ensure operatives were fully informed on equipment selection, environmental limitations, and safe operating conditions, while maintaining productivity and quality of work.

The client also wanted confidence that teams were using the correct techniques and that decisions to proceed or stop work were being made with clear, consistent information.
